Cambodian Energy is a wholly owned subsidiary of HNG Capital Sdn Bhd (“HNG Capital” or “the Group”). The Group has maintained a long-standing presence in Cambodia’s power sector since 1994, when it signed the country’s first Independent Power Producer (IPP) concession with Électricité du Cambodge (“EdC”).

Cambodian Energy comprises two thermal power plants—Cambodian Energy Limited (CEL) and Cambodian Energy Limited II (CEL II)—located in Sihanoukville Province, with a combined gross installed generation capacity of 270MW, operating under 30-year power concessions.

CEL, with a 120MW capacity, was awarded through competitive tender in 2009 as Cambodia’s FIRST thermal power plant IPP project. Built in compliance with World Bank–IFC environmental standards, CEL achieved commercial operation in December 2013.

Building on CEL’s success, the Cambodian Government subsequently entrusted the Group with a second IPP project, leading to the development of CEL II, a 150MW capacity thermal power plant located adjacent to the existing facility. CEL II achieved commercial operation in April 2020.

CEL II incorporates advanced power generation technologies, including a circulating fluidised bed (CFB) boiler, electrostatic precipitator and GE steam turbine. Equipped with GE’s sub-critical technology and latest digital power plant software, the plant leverages data from over 10,000 sensors to optimise performance, enhance efficiency and reduce emissions.

Both thermal power plants were engineered by Pöyry (Finland), providing end-to-end services encompassing design review, quality assurance, site supervision and commissioning.

Our Pledge

We have played a pioneering role as an independent power provider (IPP) in Cambodia, supporting the country's growing energy demand throughout its industrialization over the past decade. Conventional power sources, including fossil fuels, provided the most reliable and widely adopted solution for electricity generation, contributing to national energy security and economic development.

Recognizing the environmental impact of conventional power generation, particularly greenhouse gas emissions and their contribution to climate change, and in alignment with our corporate commitments, Cambodian Energy Limited (CEL) and CEL II will continue supporting Cambodia's national energy needs until the end of each concession period. CEL is scheduled for decommissioning in 2043, followed by CEL II in 2050.  This phased approach ensures Cambodia's energy reliability and grid stability while providing a clear, time-bound exit from thermal power generation aligned with national energy planning and long-term climate objectives.
